Rep. Bello Kaoje moved for the second reading of the Bill and it was seconded by Rep. Leke Abejide.<\/div>\n<\/div>\n

Rep. Kaoje in leading the debate stated that the Bill seeks to assure the right to free quality healthcare for children. He stated that the vulnerability of children makes it necessary to ensure children get quality healthcare despite the economic status of their parents, guardians, including orphans. He urged members to support the Bill.<\/div>\n<\/div>\n
\n
Rep. Ndudi Elumelu stated that the National Primary Healthcare Development Agency is already providing free healthcare services for pregnant women and children nationwide and the Bill would only duplicate their functions.<\/div>\n<\/div>\n
\n
Speaker Gbajabiamila sought to know if the free healthcare services of the National Primary Healthcare Development Agency is an Act of Law or government policy that can be changed by any other government while quoting sections of the constitution that seeks to assure free healthcare for individuals. He stated that most of the free services are policies and not backed by Law and the Bill seeks to make it Law.<\/div>\n<\/div>\n

Rep. Toby Okechukwu called on Rep. Bello Kaoje to enlighten members on the cost implications of the Bill in light of the services which the National Primary Healthcare Development Agency already provides so that the intent of the Bill can be achieved without duplicating the services of of the National Primary Healthcare Development Agency.<\/div>\n<\/div>\n
\n
Rep. Gudaje Kazaure stated that the Bill seeks to make it a Law and compulsory for children to receive free healthcare and it is a good legacy for the 9th House of Representatives to leave behind. He urged members to pass it.<\/div>\n<\/div>\n
\n
Rep. Solomon Maren wondered if the financial implication of the Bill can be met by the current budget provisions given the current economic status of the country. He stated that it would be bad to make the Law without the national financial capacity to implement it.<\/div>\n<\/div>\n
\n
The Speaker pointed that the Law could compel the funding if it is seen as something necessary for citizens, stating that the House should not put the cart before the horse.<\/div>\n<\/div>\n

Also notes that the Bill seeks to strengthen the synergy between the Industry and Academic in Power Industry and therefore, erroneously assumed to be under the jurisdiction of the Committee on Commerce;<\/div>\n<\/div>\n

Aware that the Chartered Institute of Engineers of Nigeria Bill which seeks to regulate the professionals in the Power Industry is within the purview of the Committee on Power.<\/div>\n<\/div>\n

9. Need for the Nigeria Customs Service to Strictly Implement the Executive Order on the Ease of Doing Business in Nigeria:<\/div>\n

Notes that on May 18, 2016, the erstwhile Acting President and current Vice-President of the Federal Republic of Nigeria, Professor Yemi Osinbanjo signed an Executive Order on the ease of doing business in Nigeria, part of which was regulation of operations at the ports, which empowered the Nigeria Customs Service to coordinate other examining agencies;<\/div>\n<\/div>\n
\n
Also notes that around 80 per cent of global trade by volume and over 70 per cent of global trade by value are carried out by sea are handled by ports worldwide;<\/div>\n<\/div>\n
\n
Further notes that the Executive Order was issued to eliminate the problems that were hitherto associated with clearing goods at the port to ease doing business in the country;<\/div>\n<\/div>\n
\n
Aware that the Executive Order is in tandem with the Revised Kyoto Convention (RKC), which is aimed at facilitating trade by harmonizing and simplifying customs procedures and practices;<\/div>\n<\/div>\n
\n
Concerned that despite the Executive Order, the level of delay in clearing procedure at the ports in Nigeria is still alarming and has resulted in situations where importers and clearing agents are made to pay exorbitant charges for demurrage to shipping companies and terminal operators;<\/div>\n<\/div>\n
\n
Also concerned that the delay in clearing procedures has negatively impacted Nigeria\u2019s economy as many companies have closed down, thereby contributing to the rise in prices of goods;<\/div>\n<\/div>\n
\n
Further concerned that when Cargoes are eventually cleared after a long delay, the importers tend to adjust prices of the goods to reflect the additional expenses, thus creating a situation that is perpetually reducing the purchasing power of the masses;<\/div>\n<\/div>\n
\n
Also aware that the National Single Window project was introduced in Nigeria to integrate all agencies involved in the clearance of Cargoes at the ports to ease and hasten inspection, calculation and payment of all import duties, levies and other charges at the nation’s ports<\/div>\n<\/div>\n
\n
Disturbed by allegations of artificial bottlenecks devised by customs officials to exploit importers, which has resulted in huge financial losses for importers and clearing agents;<\/div>\n<\/div>\n
\n
Cognizant that unless there is a reform of ports operations to reduce the number of Customs units involved in cargo cleaning, the turn-around time will continue to be impacted negatively;<\/div>\n<\/div>\n
\n
Resolves to:<\/div>\n<\/div>\n
\n
(i) Urge the Nigeria Customs Service to ensure that import duties and levies for all categories of goods are clearly stated online and at all customs offices so that intending importers can simply use their bill of laden details to make payment and that the 24-hour cargo clearance stipulated by the Service is implemented;<\/div>\n<\/div>\n
\n
(ii) also urge the Federal Government to ensure that all examining agencies, especially the Nigeria Customs Service are connected to the National Single Window project to make the ports more effective;<\/div>\n<\/div>\n
\n
(iii) mandate the Committee on Customs to investigate the alleged importing and clearing ring at the Nigeria Customs Service and report back within three (3) weeks for further legislative action.<\/div>\n<\/div>\n
\n

10. Need for Construction of 132 KVA Electricity Sub\u2013Station in Gwaram, Jigawa State:<\/div>\n

Notes that the Federal Government appropriated three hundred million Naira (N300,000,000.00) only in the 2016 budget for the takeoff of a 132 KVA Electricity Sub-Station in Gwaram, Jigawa State;<\/div>\n<\/div>\n
\n
Also notes that the President in 2016 sent a virement letter, requesting that the money be transferred to a similar project and promised to provide adequate funds in the 2017 budget for the takeoff and completion of the 132 KVA Electricity Sub-Station in Gwaram by the Transmission Company of Nigeria (TCN);<\/div>\n<\/div>\n
\n
Aware that according to Section 4(4) and item 13 Part II of the Concurrent Legislative List of the Constitution of the Federal Republic of Nigeria 1999 (as amended) provides that the National Assembly may make laws for the Federation or any part thereof on electricity and the establishment of electric power stations and the generation and transmission of electricity in or to any part of the Federation and from one State to another;<\/div>\n<\/div>\n
\n
Observes that the Federal Government, through the Electric Power Sector Reform Act, 2005 established the Transmission Company of Nigeria (TCN) to issue transmission License to operate, expand\/upgrade transmission facilities for efficient and effective wheeling of generated power;<\/div>\n<\/div>\n
\n
Cognizant that the 132 KVA Electricity Sub-Station in Gwaram, Jigawa State, if completed, will enhance sustainable economic activities that will provide more opportunities for individuals to improve their standards of living;<\/div>\n<\/div>\n
\n
Disturbed that despite being allocated land with Certificate of Occupancy (C of 0) by the Jigawa State government for commencement of the project, the Transmission Company of Nigeria (TCN) is yet to commence any visible action on the project;<\/div>\n<\/div>\n

Notes that on Wednesday, 25 September 2019 the Federal Executive Council (FEC) approved the sum of N109.4 billion for the construction of Ibadan-Ilesha-Ife and Kano-Katsina (Phase two) dual carriageways;<\/div>\n<\/div>\n
\n
Also notes that out of the total amount approved, the sum of N79.8 billion which covers a distance of 112 kilometres was approved for the Ibadan-Ilesha-Ife dual carriageway;<\/div>\n<\/div>\n
\n
Aware that the Minister of Works and Housing affirmed that the Ibadan-Ilesha-Ife highway is one of the busiest roads in the country in terms of traffic volume;<\/div>\n<\/div>\n
\n
Worried that 13 months after the FEC approval, no visible construction has been carried out on the 112-kilometre Ibadan-Ilesha-Ife road which was awarded to Kopek Construction Company with a three year completion period;<\/div>\n<\/div>\n
\n
Also aware that the high rate of road accidents on the said road is a result of its dilapidated state, especially at the Iwaraja junction axis and the criminal along the Ibadan road, especially at Iwaraja junction have criminals taken advantage of the deplorable state of the road to carry out their criminal activities;<\/div>\n<\/div>\n
\n
Resolves to:<\/div>\n<\/div>\n
\n
(i) Urge the Federal Ministry of Works and Housing and the Federal Roads Maintenance Agency (FERMA) to, as a matter of urgency, commence rehabilitation of Ibadan-Ife-Ilesha road to Iwaraja junction;<\/div>\n<\/div>\n
\n
(ii) mandate the Committees on Appropriations, Finance and Works to include the reconstruction of Iloko Ijesha to Ibadan-Ife-Illesha highway in the 2022 budget estimates;<\/div>\n<\/div>\n
\n
(iii) also mandate the Committee on Police Affairs and Federal Road Safety Commission (FRSC) to liaise with relevant security and regulatory agencies to ensure the safety of commuters on the Ibadan-Ife-Illesha federal highway and report back within 4 weeks for further legislative action.<\/div>\n<\/div>\n

Notes that the Nigerian Telecommunications Limited (NITEL) was a monopoly service provider in Nigeria until 1992 when the Federal Government enacted the Nigerian Communications Commission Act, allowing new entrants into the Communications sector;<\/div>\n<\/div>\n
\n
Also notes that NITEL has contributed immensely to the development of the sector in many ways as it seconded several pioneer staff to the Nigerian Communications Commission (NCC) and the Digital Bridge Institute;<\/div>\n<\/div>\n
\n
Aware that NATCOM acquired all assets owned by NITEL and its mobile arm, Mobile Telecommunications (MTEL), thus ending a decade of trickery over the resale of the company;<\/div>\n<\/div>\n
\n
Also aware that since the Privatization of NITEL in Lanlate, Ibarapa East Local Government Area of Oyo State, the infrastructure has been abandoned thus becoming obsolete with many of its equipment rendered useless;<\/div>\n<\/div>\n

Rep. Aminu Suleiman stated that the Bill was painstakingly debated and it was seen during the public hearing and interaction with stakeholders that the proposed institution will highly benefit Bende and the surrounding communities. Rep. Suleiman encouraged members to grant the wishes of the people and approve the clauses.<\/div>\n<\/div>\n

Rep. Ben Kalu who is the member representing Bende Federal Constituency commended the House Committee on Tertiary Education for their thoroughness and assured the House that the community is indeed prepared to provide adequate land in a strategic part of the community for the establishment of the proposed college of education. He pleaded with members to approve the request.<\/div>\n<\/div>\n
